April 4, 2022

North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Micaela Wuehler, Chris Bruns, Jerry Woodruff and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Bruns called the meeting to order at 9:00 A.M.

 

Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Woodruff, seconded by Wuehler to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 28, 2022.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Weems to authorize the Chairman to sign the right of way application submitted by Valley Pro Irrigation.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Wuehler, seconded by Weems to authorize the Chairman to sign the right of way application submitted by Consolidated Companies Inc.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Bruns announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger appeared along with Alex Gurciullo, County Treasurer.

 

Motion by Weems, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 28, 2022. Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Weems to authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Wuehler to approve the motor vehicle tax exemption application submitted by American National Red Cross as recommended for approval by the County Treasurer.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Region 51 Emergency Management Director, Brandon Myers, recognized the top participants in the Severe Weather Awareness Poster Contest.  The following students were recognized:  Odin Watts – Jefferson School – 1st Place, Adriana Gallegos – Lincoln School – 2nd Place, Melanie Krajewski – Sutherland School – 3rd Place, Max Isabell – McDaid School – Honorable Mention, Kamiyah Williams – Lincoln School – Honorable Mention and Kaelyn Wiles – Jefferson School – Honorable Mention.

 

Discussed the sale of culverts to Hershey-Paxton Water Company from Lincoln County Department of Roads.

 

Deputy County Attorney, Tyler Volkmer, related that in the past year or so, the county board adopted a resolution to sell used culverts to tax exemption organizations only.  The water company is a non-profit 501c (12) but they are not tax exempt.

 

Ernie Schuster, representing the Hershey-Paxton Water Company, explained they had purchased used culverts from the county for many years.  They use the culverts on field roads.  They would like to continue to purchase them if something could be worked out with the county.

 

County Board members stated they would be willing to change the resolution to include non-profits as well as tax-exempt organizations.

 

Region 51 Emergency Management Director, Brandon Myers, asked the board to consider allowing him to complete the task book for Logistics Section Chief as part of Region 51 Emergency Management.  This is part of a Type 3 Incident Management Team, which would include incidents with tornados, flooding, hurricanes and wild fires.  He reported there would be class time as well as training scenarios that he would need to complete for certification. He feels this would bring more information back to our area. The State of Nebraska would reimburse the county for any time he would be away.  If called, he can choose to stay or go.  A typical length of commitment is 14 days.

 

Commissioner Bruns asked if this would put an additional burden on staff if he was called out and the cost to the county.

 

Myers responded that if something occurs while you are away that needs your attention they will allow you to return home.  He would have a week of classroom training and then he would have to complete the incident tasks.  There would be time away and mileage.

 

Motion by Weems, seconded by Wuehler to allow Brandon Myers to complete the process for the All-Hazards Logistics Section Chief training.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

Neil Speer (Lincoln County Department of Roads) updated the County Board on county road signage that was in question and has been finished if signage was needed.  Using historical records he reported the following:  Lamont Road – improved county road ; Meadowlawns Road – not a county road, it is a trail road; Swanson Road – no road; Nelson Road – No road; Creek Road – improved county road; Plum Road – improved county road.

 

Commissioner Wuehler reported on the revised plan with Johnson Controls for the Lincoln County Detention Center upgrades on HVAC and smoke control.  She stated that the smoke control panel needs to be replaced which is an unanticipated expense.  The additional cost will be $3371.00.

 

Motion by Wuehler, seconded by Woodruff to accept and authorize the Chairman to sign the revised smoke control and HVAC upgrade agreement for $3371.00 with Johnson Controls.  The name on the contract was corrected to read Lincoln County.  Upon roll call vote Hewgley, Weems, Wuehler, Bruns and Woodruff voted “aye”.  Nays, none.

 

Tammy White, Lincoln County Board Assistant, spoke on the Lincoln County website update proposal/contract with Maly Marketing.  This company hosts our current website.  She is recommending the rebuild for $4800.00.

 

Commissioner Weems asked if the new site would be more informative and interactive.  If so, will they keep our site updated as technology allows.

 

White replied yes.

 

Commissioner Bruns asked about it being mobile friendly.

 

White responded that making it mobile friendly was part of the proposal.

 

Motion by Hewgley, seconded by Wuehler to approve and authorize the Chairman to sign the proposal with Maly Marketing for $4800 to update the current Lincoln County website.

 

Deputy County Attorney, Tyler Volkmer, reported that the agreement from a technical perspective covered everything it needs to for the county.

 

Upon roll call vote Hewgley, Wuehler, Bruns and Woodruff voted “aye”.  Weems voted “nay”.  Motion carried.

The meeting was adjourned at 11:39 A.M.

 

Advance notice and the agenda for the April 4, 2022 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April 1, 2022; and was also emailed to the media on April 1, 2022.

 

The agenda for the meetings to be held on Monday, April 11, 2022 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
