February 11, 2019

North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Bill Henry, Walt Johnson, Jerry Woodruff, and Deputy County Clerk, Terry Heessel.  Woodruff offered prayer. Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Woodruff, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 4, 2019.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Weems to receive and order filed the treasurer’s receipts.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Weems to receive and order filed the fee report submitted by the County Clerk.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Johnson to receive and order filed the fee report submitted by the Clerk of District Court.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Henry to adopt Resolution 2019-04 to authorize Chairman to sign an Interlocal Agreement to house inmates at the Lincoln County Detention Center for Furnas County.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Henry to adopt Resolution 2019-05 to enter into agreement with Nebraska Department of Transportation on NDOR Project #STWD-MJBR(1) Sutherland North.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Weems to approve six special designated liquor license permits submitted by PALS Brewing Co. LLC for North Platte Cornhole League on March 6, 13, 20 & 27, April 3 & 10, 2019 at the Lincoln County Ag Activity Center and authorize the Chairman to sign.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Weems to approve a special designed liquor license permit submitted by Callaway Market LLC for a wedding reception on March 2, 2019 at Creekside Event Center and authorize the Chairman to sign.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:30 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements as mentioned at the beginning of the meeting.

 

Motion by Johnson, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 4, 2019. Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

County Assessor, Julie Stenger was present.

 

No certificates of correction and refund were submitted by the County Assessor.

 

County Treasurer, Lorie Koertner was present.

 

Motion by Henry, seconded by Weems to approve the exemption application submitted by the First Baptist Church on a 1997 Ford Van.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:34 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Carla O’Dell, County Roads Superintendent, requested that the County Board consider the possibility of a road bond for additional maintenance on county roads.  There are many roads that are in dire need of repairs.  Some of the roads are:  Fort McPherson Road (3 Miles), Platte Valley Road (3 Miles), East State Farm Road (8.5 Miles) and Walker Road (2 Miles) that need 2-3” overlay.  There are subdivisions that need overlay &/or Armor Coating:  Maloney Highlands, Jandebeur #2, Prairie View Acres and Prairie View Estates 2nd, Rolling Hills, Hillcrest Estates and South River Road.

She also stated that depending on the next summer/winter more roads could fall into the same disarray.  She had been in contact with DA Davidson about the rate of a bond for 5 years.

 

Hewgley stated that this bond would not need to go to an election if it is under 10 million.  The question is do we want to fix them now, before the price goes up, and pay it off in the next 5 years, or fix some each year raising the budget each year.  The chance is the roads get worse requiring more money to repair.

 

Motion by Woodruff, seconded by Henry to instruct the County Roads Superintendent to contact DA Davidson to come and make a presentation regarding a bond for the County Roads.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Sheriff Kramer, Chief Deputy Kramer, Deputy Newton and Deputy Meyer were present for the opening of bids for 3 Pickups.  The following bids were received:

 

Pony Express:  $32,223.00 Each, Trade-ins 2010 Dodge Charger $2,000, 2008 Durango $2,500 and 2008 Durango $2,000.  Grand Total $96,669- $6,500 = $90,169.00.

Bill Summers:  $27,845.12 Each, Trade-ins 2010 Dodge Charger $1,500, 2008 Durango $2,000, 2008 Durango $2,000.  Grand Total $83,535.36 – $5,500 = $78,035.36.

Sandhill Motors:  $28,000.00 Each, Trade-Ins 2010 Dodge Charger $1,500, 2008 Durango $2,500 and 2008 Durango $2,500.  Grand Total $84,000 – $6,500 = $77,500.00.

Janssen:  $27,432.00 Each, Trade-Ins 2010 Charger 2,000, 2008 Durango $2,500 and 2008 Durango $1,500.  Grand Total $82,296 – $6,000 = $76,296.00.

 

The County Commissioners and County Sheriff applaud the Dealerships for bidding.  Sheriff Kramer was asked to look over the bids and to make a recommendation.  After looking over the bids his recommendation was to purchase all of the pickups from one source.

 

Motion by Weems, seconded by Henry to accept the low bid from Janssen for all three pickups.  Upon roll call vote Weems and Henry voted “aye”.  Johnson, Woodruff and Hewgley voted “nay”.

 

Motion by Johnson, seconded by Woodruff to accept the bid if Bill Summers for all three pickups so that a comparison can be made.  Upon roll call vote Johnson and Woodruff voted “aye”.  Weems, Henry and Hewgley voted “nay”.

 

Motion by Henry, seconded by Woodruff to accept the bid from Janssen for two pickups trading in the two 2008 Durango’s and accept the bid from Bill Summers for one pickup trading in the 2010 Dodge Charger, all pickups are to meet specs.  Upon roll call vote Henry, Woodruff, Weems and Hewgley voted “aye”.  Johnson voted “nay”.

 

Approved the claims as presented for payment.

 

Motion by Johnson, seconded by Weems to adjourn the meeting at 11:18 A.M.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none. .

 

Advance notice and the agenda for the February 11, 2019 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on February 8, 2019; and was also emailed to the media on February 8, 2019.

 

The agenda for the meetings to be held on Tuesday, February 19, 2019 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
