Meeting of the Lincoln County Board of Commissioners to be held on July 2, 2018 at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.

 

Meeting of the Lincoln County Board of Equalization to be held on July 2, 2018 at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.

 

  1. Open with prayer

 

  1. Approve minutes regarding the Lincoln County Board of Commissioners meeting held on June 25, 2018

 

  1. Consider the following:
  • Claims & Treasurer’s Receipts
  • Authorize chairman to sign the Right of Way Submitted by Mike Thomsen
  • Addition of securities at NebraskaLand National Bank as pledged to the County Clerk

 

Recess as the Lincoln County Board of Commissioners and convene as the Lincoln County Board of Equalization.

  1. 9:15 A.M. Discuss and consider the following:
  • Approve minutes regarding the Lincoln County Board of Equalization meeting held on June 25, 2018
  • Certificates of correction and refund as submitted by the County Assessor
  • Motor vehicle tax exemption applications
  • Waiver for County Assessor to review exemption applications from Great Plains Health Inc. received after the deadline for 1) Centennial Plaza 9th Sub Lot 18, 2) Brinks 6th Replat Lot 1 3) Lands Inside Pt NW ¼ SW ¼ 4-13-30 (IMP Only)

 

Adjourn or recess to time certain as the Lincoln County Board of Equalization and reconvene as the Lincoln County Board of Commissioners.

 

  1. 9:30 A.M. Discuss and consider Resolution to amend the Lincoln County Security Procedures for the Lincoln County Courthouse.

 

  1. 9:40 A.M. Discuss and consider entering into a Resolution to provide care to the Pleasant Valley Cemetery, also known as Fair View Cemetery, as per Neb. Rev. Stat. §§ 12-807 to 12-810.

 

  1. 9: 45 A.M. Discuss and consider entering “The county of Lincoln,” hereinafter referred to as the County,  into the following agreements with VANGUARD APPRAISALS, Inc., hereinafter referred to as Vanguard, to wit:

(a)  LICENSE AGREEMENT, which allows the County to use Vanguard’s Computer Systems CAMAvision®software for personal property appraisals and real estate appraisals.  A copy of said proposed agreement is available at the Lincoln County Clerk’s office for public inspection.

(b)  REAL ESTATE CAMA DATA CONVERSION SERVICES AGREEMENT whereby Vanguard provides the following services to the County:  Real Property Data file conversion from present systems [for use with the CAMAvision®System], per invoice # 14974.  A copy of said proposed agreement is available at the Lincoln County Clerk’s office for public inspection.

(c)  DATA DICTIONARY LICENSE AGREEMENT whereby Vanguard gives the County authority to use licensed Materials, known as Data Dictionary.  A copy of said proposed agreement is available at the Lincoln County Clerk’s office for public inspection.

(d)  SERVICE CONTRACT regarding Archive Module 1st and 2nd Processes, whereby Vanguard obtains County’s data and installs and trains County’s staff.  A copy of said proposed agreement is available at the Lincoln County Clerk’s office for public inspection.

(e)  SERVICE CONTRACT, whereby Vanguard will provide services to the County in the following areas:  Administrative Tools, Agricultural Buildings, CAMA Personal Property, GIS-WEB Export, Network Upgrade (12 workstations), Precomputed Commercial/Industrial, Photovision, Pro Version Upgrade, Residential Pricing, and sketch.  A copy of said proposed agreement is available at the Lincoln County Clerk’s office for public inspection.

Recess as the Lincoln County Board of Commissioners and reconvene as the Lincoln County Board of Equalization.

 

  1. 10:15 A.M. Discuss and consider property valuation protests – Form 422
