Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Deterding offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 16, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the Management Representation Letter for the 2016/2017 Lincoln County audit. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the Final Report of Distress Warrants issued in Lincoln County by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign a letter of engagement with McChesney Martin Sagehorn PC for the 2016/2017 audit Lincoln County Financial Statement Evaluation. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on October 16, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.

Motion by Hewgley, seconded by Deteridng to approve setting November 13, 2017 at 9:30 A.M. to receive bids for tractor/mower for Lincoln County Department of Roads. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve setting November 13, 2017 at 9:40 A.M. to receive bids for bottom dump trailers for Lincoln County Department of Roads. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The following bids were received for motor graders for the Lincoln County Department

of Roads:

 

Murphy Tractor:        Two prices for each bid depending on which unit is used for

trade.

Motion by Hewgley, seconded by Deterding to approve the recommendation of the Highway Supt. to accept the bid of Murphy Tractor for a 2012 770G in the amount of $128,500 and a 2012 770G in the amount of $137,000. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The following bids were received for pickup trucks for the Lincoln County Department

of Roads:

 

Jerry Remus             2018 Crew Cab                    $31,695

Two     2018 Regular Cab               $58,982

 

Janssen Chrysler    2018 Crew Cab                    $29,959

Two     2018 Regular Cab               $54,378

 

Motion by Hewgley, seconded by Deterding to approve the recommendation of the Highway Supt. to accept the bid of Janssen Chrysler for a crew cab in the amount of $29,959 and for two regular cab pickup trucks in the amount of $54,378. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to accept the recommendation to hire

Jeffrey Higgins effective November 27, 2017 as Director of the Building & Grounds

Department for Lincoln County. Upon roll call vote Deterding, Hewgley and Henry voted

“aye”. Nays, none.

 

Approved the following claims as presented for payment:

 

The meeting was adjourned at 10:58 A.M.

 

Advance notice and the agenda for the October 23, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on October 20, 2017; and was also emailed to the media on October 20, 2017.

 

The agenda for the meetings to be held on Monday, October 30, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
