North Platte, Nebraska

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Willis Roethemeyer, Joe Hewgley and Deputy County Clerk, Terry Heessel.   offered prayer.   Chairman Hewgley called the meeting to order at 9: A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by , seconded by to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 8, 2013.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

Motion by , seconded by  to receive and order filed the treasurer’s receipts.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9: A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by , seconded by to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 8, 2013.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

certificates of correction or refund submitted by the County Assessor.

 

Motion by , seconded by to approve the letter of explanation for late filing submitted by —  of the 2013 Homestead Exemption Application.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization recessed at 9: A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by , seconded by  referring a proposed acquisition to and receive comments from the Lincoln County Planning Commission regarding the conformity of the proposed acquisition to comprehensive planning for the area submitted by Wetlands America Trust, Inc., that is acquiring a conservation easement on real property owned by Beer Creek Ranch, LLC located in Section 6, Township 13N, Range 31 West; Section 31, Township 14N, Range 31 West; and Section 35, Township 14N, Range 32 West of the 6th P.M., all in Lincoln County, NE.  A copyof said document (includes complete legal description of the real estate) is available for public inspection at the office of the Lincoln County Clerk.  Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

A public hearing was opened at A.M. concerning citizen input in regard to implementation of Community Development Block Grant (CDBG) Economic Development Project 10 ED 003 (Greenbrier Rail Services).

 

CJ Poltack of West Central Nebraska Development District gave a brief overview of the project.

 

The public hearing was closed at A.M.

 

The following bids were received for the Stark Bridge Project (NW of Hershey, NE on Stark Road which spans Birdwood Creek):

 

Approve and accept the bid of — on the Stark Bridge Project. Upon roll call vote Deterding, Roethemeyer and Hewgley voted “aye”.  Nays, none.

 

Recess as the Lincoln County Board of Commissioners at A.M. and reconvene as the Lincoln County Board of Equalization.

 

Discuss and consider 2013 Property Valuation Protests – Form 422.

 

Adjourn at A.M. as the Lincoln County Board of Equalization and reconvene as the Lincoln County Board of Commissioners.

Advance notice and the agenda for the July 15, 2013 board meetings were sent to members of the County Board, County Attorney and all others requesting the same.  Notice was posted at the Lincoln County Courthouse, City Hall and on the county website.

 

The agenda for the meetings to be held on Monday, July 22, 2013 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
